Difficulty
Some stickers can be hard to find depending on the map if its open-world exploration, such as Subcon Forest and Alpine Skyline compared to the linear missions found in Battle of the Birds and Arctic Cruise.
Strategies
The screen in the Spaceship telling Hat Kid where the next holo sticker is located.
Because the announcement for Holo Stickers only appears after collecting a 
Time Piece, you can check on where it might located by interacting with the console in the Spaceship.
Stickers have (possible) specific spots they can spawn in and therefore not truly random.
The Holographic Sticker has a special interaction with the 
Compass Badge, when the badge is equipped, the arrow becomes rainbow and completely inaccurate until the Holo sticker is obtained, the inaccuracy range is ~32 degrees, despite this it makes it very easy to get an idea where the sticker might be located in a level.
